I think they're just trying to give each race their own unique cultural identifiers. Sure someone could adopt another culture's hairstyle, but it wouldn't be as prominent for that race as it would be for the original race.

I know it won't replace an official body hair patch but there is a mod for body hair on male characters on Nexus for those on PC. >3>

No.
You can download it from the Nexus website but you'll need FFXIV TextTools so you can replace some skin textures.
It looks like the mod is for Male Roes only though (I could of sworn there was one for all male characters)... >x>()

It sucks that it's only for roes. Isn't it against the ToS to use mods though?
