You can't "fix" what isn't broke. PotD worked the same way. You have to clear each set of floors to unlock the checkpoint.Quote:

Floor 21 start doesn’t open until you clear the full story portion and start the quest which unlocks the challenge floors. It takes maybe 30 minutes to do 1 through 20 with a group, so this isn’t really that big of an issue, nor does it really require fixing.
