I'm also fine with dps being required. The only reason not to do so would be if a fight did not allow enough healer downtime to afford the healing rewarded by DPSing before that healing is needed, therefore reducing the job's practical throughput over the key phase or whatnot to beneath that of other jobs.
The idea that healers can't be expected to dps even when there is nothing else for them to do is just irresponsible and short-sighted placation on Yoshida's part.
That said, this does look like it may run into exactly some of those practical issues. Perhaps if more of these skills were always available, but simply, say hastened, strengthened, or extended by wind, earth, and water, respectively, it'd stand more of a chance. But in the meantime I have to agree that there -- if only to maintain aesthetic, ought to be more healing interplay, and that the toolkit ought to be a bit more front-loaded as to be more readily usable, which is the dominant strength of WHM right now (all those powerful oGCDs, accelerateable but also all immediately available).
