They're fine with it. I suspect SE would be fine with RMT, too, if it weren't for the fact that XIV's reputation would take a hit. They pretty much place bottom-line profit over in-game integrity and fairness, so until / unless people begin quitting en masse because of this blatant RMT (highly doubtful), nothing will be done.
Personally, I think it's a disgrace, and I think it's shameful that the EULA hasn't been amended to forbid the selling of runs for in-game currency, too. The behaviour completely violates the spirit in which games are supposed to be played, and does so in a way that harms other players (people buying runs = fewer people available who run the content the real way via the DF). But it's merely one item on a long list of things SE permits or outright encourages that I find disgraceful, so... *shrugs*
