Its been done once. Can't really say if it was on purpose or not. I remember doing that once because I put my body in auto-pilot. I apologized to the party afterward, to which the rest pretty cracked jokes about it.

Sometimes accidents happen, and sometimes people are impatient. I see the latter happen way more than the former, but it's not exactly reportable if it was a one and done deal. And even then there's not much that the GMs would probably do about it unless they were straight up trolling, aka griefing (which IS a reportable offense) if they kept doing it. If they are hindering the group's progress intentionally they can be reported. Otherwise it comes down to "difference in playstyles" which GMs won't interfere with. But...that also means the person question can be removed from the group and you can carry on about your business.
If the healer only did it once, and didn’t do it again, then I don’t see the issue, and it probably wasn’t done purposely or maliciously. It was probably an accident. Sometimes I’ve barreled in not really thinking and then realize I accidentally face-pulled a boss. It happens.
If they had continued to pull after being told to not do so, then you would maybe have a case. But they didn’t, so I don’t think a one-time offense is reportable.
Did the healer apologize or respond?
It was once and you come running to post it on the forums? lol....
Emergerd! I've done this. I finally put auto-run on a key I will NEVER use accidentally (~) rather than it's native R key. It happened WAY too much that I'd start typing something, having not hit Enter first, got an "r" in whatever I was stupidly not typing to anyone, and found myself running headfirst to the boss. Thankfully, I never actually pulled but it was close a few times.
did you try just killing it afterwards
While it's generally frowned upon for anyone to pull other than the tank, it's also about as big of a deal as the tank makes it. Especially if it only happened once.
IOW... Just get in there cowboy!
