I would expect the primal dolls to either use the same recipe as their corresponding minions + some sort of stuffing material, or use the crafted minions themselves as materials, so yeah, you would need the drop.

Minions that drop from dungeons or other content could be used as mats to craft stuffed versions; finally a use for all those spare pudgy puks and infant imps besides trolling FC mates!
