When I was leveling RDM, I didn't do the FATES around Rhalgr's Reach, instead I did the ones in Dravanian Hinterlands and Azys Lia until I hit 62 or 63. I took advantage of the fact I was over-geared (I used non-augmented Shire Gear) for those FATES that I could finish them very quickly. The EXP difference between Hinterlands/Lia and the zone around Reach was negligible once you take in the fact that you could finish two fates in HW zones per one in the starting SB zone.
You can play DPS with better queues in raid roulette, and pvp. Use a tank for anything else, or healer if you aren't comfortable tanking. DPS is crap in queues, because you don't really control anything nor can you compensate or save for anything if it goes wrong. All it takes is one tank to nope out or dc, and boom fifteen minute wait or abandon.
If its leveling, You really can do ok with the long queues. You can actually do up to four beast tribes for exp; vath, vundu, turtles, and sneks, and they add up. You also have your daily hunts both HW and ARR. Just trying to fill in the challenge log is a lot, too.
I know the feeling queuing as SAM is so long but if I queue as my PLD its instant. It's especially annoying as I'm trying to get into raiding but SAMs aren't welcome in the party finder and queueing takes hours only for the groups to end after 1 failure.
There are many, many things you can do while you wait for your queue to pop. When I was leveling my DPS jobs, I typically did Beast Tribe quests and daily Hunts. Occasionally also FATEs. Don't be so focused on optimal exp, when there are plenty of other sources of exp you can exploit while you wait for those juicy dungeons!
I usually alt+tab and use Facebook, YouTube, browse the forums, etc.
I really wouldn't bother queuing for dungeons as DPS. At all. Queue for your dailies, but if you're grinding specific dungeons it's better to use the party finder.
I'd recommend adverting for a decent static instead, especially if you're an off-meta class. Pug raids are the worst when it comes to meta slaving, because most of them don't do decent DPS on their own without class synergy to boost it. We run SAM/MCH/NIN/RDM and are on the last phase of Guardian as a pretty casual static. Our SAM is easily one of the most capable members in our group and we wouldn't trade him for the world.
I can vouch for the beast tribe quests, particularly the Kojin quests if you're that far. They offer some really good experience for hardly any effort. Doing them with a level 70 job also yields a handful of Mendacity tomestones each in place of experience, if I'm not mistaken, which can save you a little hassle trying to meet the weekly cap. Not sure yet how good the Ananta quests are, but based on what I've heard they're not too shabby either. I'll also use the free time to occasionally check my GC squadron and get them started on some training/send them on a mission if one's available still for the week.
