Have you ensured that "sticky keys" is not enabled? To do this go to control panel> Ease of access> Ease of access center> Make the keyboard easier to use. Make sure the "turn on sticky keys" box is not checked.

I just ticked it off. Hopefully to solve it up. Thanks and sorry for taking so long. I did not see the second page until recently.

you have your mouse button bound to Right Alt which on EU keyboards can be AltGr. that key waits for a second letter to be pressed so you can type glyphs like รข. try switching it to LAlt

The problem actually happens with LAlt, I switched to AltGr and is not giving me problems. The problem of pressing ALT to tab between windows or using ascii code is. But thanks!
I ticked it ["sticky keys"] off and the problem persists.

At this point, I would suggest submitting a bug report in the bug report forum.
