Pretty much this. They won't make each job have individual effects, because then it would boil down to "only this job can use the LB, because they have the most advantageous effect."

TBH it's a good thing to not have seen healer LB3 many times, because normally those come out when it's all gone to hell. I think the most unused ones though are Tank LB3s, as they only really have a place in T13 and A12 on a regular basis.
We already have individual LB3's. Have you not seen more than a LB2 go off? The devs are obsessed with balance, they can't have one job have a better LB than another of the same role or it'll start to be preferred in content (yes this happens already to some degree with top-tier groups). And if they all work the same/hit for the same, then why bother? They already all look different at level 3
It'd be nice to see a visual change to all jobs. I'd say keep the tank lb 1 and 2 for paladin, the caster ones for black mage, the healer ones for white mage, the melee dps ones for samurai, scrap the ranged melee ones, and give the ranged melee new ones as well as the rest of the remaining jobs lbs related to said jobs.
Option for a offensive LB for healers and tanks, unless I am in a raid, I never need to use a LB on either of those classes.
PS: We already have a LB (level 3) for each class.
