Free Fantasia?

If you had earned the Fantasia potion from the old Veteran Rewards, then every character you create should get one in the mail from start.
If you skip the MSQ you presumably will not get a free Fantasia potion for doing the Ultimate Weapon quest - since you skipped that quest rather than doing it. Every character who finish that quest should get a Fantasia.
