I literally always see people swimming.

I can agree that it most certainly has died off and become a forgettable thing. I think part of that is that the 4.0 zones have flying where you can swim; and any old zones with swimming in it simply has nothing to do there anymore. That's why I see people swim in Rhalgr's Reach, it's more that they're crossing the river as a shortcut due to lack of flight.
The idea is a nice one but I suppose it would be a waste of resources. When I think about it, it would be to have it for the sake of it in the grand scheme of things.
I would not be opposed. It's a great feature for role-players and those who just want somewhere interesting to idle in between doing other things. With that said, though, I'd like to see such an area used for a quest or gathering node to liven things up further.
Where in lower decks? They are either fisherman's guild or cargo docks. Limsa is a port city, these things have rules so the pirates don't drown each other or know when someone fell overboard. Rhalgr's Reach was a temple, with waterfall, nothing that exciting ever happened.
Would swimming really fit the area though? You've got boat traffic and fishing down there, I don't think people are going to want to be swimming through all that.
I make it a point to make periodic forays to swim in Mist. It's something I wanted so badly since I have a house in Mist right on the beach and I so happy I get to enjoy it now. It may not serve any in game purpose, but swimming makes the world feel more real to me and that makes me happy.
Generally swimming is prohibited in/near harbors. It would be nice to have area in the capitals where we could swim, but the harbor would end poorly.
Rather than another swimming area I' like to see SE add float tubes or floatable giant pink flamingo's we could lounge on.
Not to mention what's usually in port water, especially given the technological time period the game seems to borrow from. Bilge water for dayyyyyyys.
That said I'm on Balmung so I see a fair number of people swimming for role play purposes, and no, not the erp variety. It'd be a cool feature but overall it wouldn't kill me if they never even considered adding it. Really, what I want is more stuff to /do/ in the areas we currently have swimming available.
