As far as I've heard, the reason the Werewolf one works the way it does, is because the tail is integrated into the bottoms. With the other examples, the costume tails are integrated into the body piece, which is not capable of overwriting the character tail.
It just apparently took them a few years to realize that issue.

Ah. Corrected. I knew there was some awkward issue, but got it backwards. I guess they just have to tweak the other costume tails into whatever frame the werewolf one is in, then?
It was always strange to me that the tails would show on body-suit style costumes like the Reindeer and chocobo, but then they managed to hide the tail on the snowman outfit which has an open bottom that a tail could fall out through.
