The main problem I see with this is that many sellers aren't actually trying to flip the house, they're just trying to get back what they put into it. A system that allows players to sell the house through the game at the price they initially paid, while not just relinquishing the land but actually transferring it to the buyer, would at least help by eliminating situations where an honest player pays 5m for a relinquish and then has to pay 5 more for the actual land essentially doubling what they'd need to charge or forcing them to take a cut if they want to sell later. The recent transfer system has done away with a lot of the necessity of selling a house though, but imo, eliminating house selling entirely would still hurt more than just the flippers.
I am always online (lol) so when the timer is activated and I am looking for houses on the hour? I've definitely given friends houses about twice in the span of three months. I got in for Shirogane and gave that small house to my good friend for his birthday, too.

On the other hand though it's very difficult to think of a solution that won't punish regular folks, or can't just be worked around with moving an FC.
Not really. The server population is capped at a maximum, so a viable solution for both player and developer could be having the game engine spawn another ward when all current wards are full. This is a solution that does not punish "regular folk" and addresses the housing shortage in a manner that is detrimental to the housing gray market.
But it won't completely solve the problem, as there will still be a handful of people adamant about purchasing whatever they like, wherever they wish, whenever they choose. I leave it to the community at large to decide if that particular facet is worth addressing, as I don't feel that it is.
This is not house flipping. The only way it's flipping is :
1. The plot is intentionally bought for resale.
2. You profit.
Many GM's have even stated that what they really only care about is when people intentionally buy plots to raise the price right after, and on top of that sell for a superrr inflated price.

Sakuraluna, you are 100% right, this isn't flipping. Flipping involves profit and resale intent from the get go.
Sir, I have brought this up on two threads, hardly every, because no matter how you shake it is.
Let's say someone wants a full recoup of 21mil on their med. The next would need 42mil for a full recoup. The one after that, 63mil. Eventually you are selling at the same price as a flipper, you have become the flipper no matter if the initial intent was profit or just 'breaking even'.
Plenty of us just let the houses go, we don't look to bill the next guy for our spent gil. You can find examples of this all over this forum. You want money back for your house, the demo timer gives 80%.
I can understand wanting to break even but most of us are here looking for solutions to the problem, not ways to justify the overblown prices. This isn't a TOS matter, just a sheer numbers game. Besides, GM enforcement of player to player sales and rules is notoriously lax and up to each GM.
Easy fix you add in a option that kicks in 45 days after you buy a house.after 45 days you have 3 options......
1- release plot it goes on a random timer
2- Transfer ownership of plot to a tennant with a price option that goes no higher then the price you paid for the plot
*anyone useing this option will have there gil transactions looked into to ensure no more gil traded handes between seller nbuyer)
3- dont enter your house for 45 days get 80% back but it goes on a random timer
Then you have the option of helping friends with out profiting from the sale. No one should have a problem with them checking your gil transactions unless your involed in profiting from the sale of houses or buying ftom rmt
