sub classes to lvl 15 was required a long time ago and i even subconsciously leveled arcanist beforehand when i got back into the game in 4.0 and only learned after that it was no longer required.

Confirming Gemina's answer. Jobs that are class upgrades require the class at 30, all class quests complete, and completion of the MSQ "Sylph-management".
