Seriously. I remember leveling up Thief in XI and everyone kept asking me, "Wow, how are you doing that so fast?, it took me forever to find a party on THF!"
Short answer is: I'm pro-active and start my own groups.

See it like this: the start of pay to play is the perfect oportunity to max all DoL and DoH :D

I know this might sound like blasphemy, but... what about starting one? o.O
When I had something to grind I used to always keep the LFP flag whatever I was doing, sometimes I could craft for ours without having a single /tell, then when I was tired of doing my things in town I just checked the LFP, asked everyone in seek, shouted for the remaining spots and in 10 minutes got a full party.
Really, it's not that hard...
Ok look I played FFXI for 6 years on DRG, I think I know the pains on building parties etc, trust me its the only reason I got to 75.. However that's besides the point, I was hoping that FFXIV would have at least fixed the group making aspect and luckily they are however its alot farther off than what I was expecting. Right now it's tough to build a party because the people on my server like to run ifrit and moogle all day, can't get in on moogle because I don't have gears, and most of the ifrit parties are filled before I log in, granted I do get parties sometimes, though not nearly enough to make me a happy camper.
Not to mention, the organizational skills of LS'es on my server (at least the ones I'm in) blow, planned events? Yeah right.
Trust me..most people who played XI when they heard of XIV figured they'd have taken everything that worked and made XI great and made it 100x better by fixing all flaws and expanding due to not being tied down to a piece of hardware developed in 1998.
That's what happens when we couple low population + rampant powerleveling. There are only a handful of people still needing / wanting to level currently, I feel your pain. Yesterday I also had to shout for 2 hours to get a L36 party going on. We did make very good XP when we started killing things, tho.
