I can confirm that you're able to consistently craft from 0-100% at the minimum requirements (out of my 4 synths today, I got 100% three times and 89% once). You don't need cap CP or the spec abilities. Yes, RNG is involved but with 90+ steps, everything is smoothed out over the synth.
CP is still the key to success but everything is weighted heavily on the CP that you pick up during the synth so your base starting CP isn't as important.

I don't really think it's is that necessary to remeld right now.
I used Seafood Stew (or whatever it's called). It gives a huge CP boost. Use it with Squadron Rationing manuals for extra time.
It gave me 506 CP, but not that much is needed at all. But the control boost is very useful, and Craftsmanship is useless to add with food if you go the Piece by Piece and Flawless synthesis route.
I was able to make HQ Snail Oil and Ala Mhigan Fibers with 100% success, using HQ mats, with a simple rotation, with 10 to 20 durability remaining.
I also had plenty of CP remaining as well, thought I don't remember how much exactly. But it was about 100.
I've already made about 20 Ala Mhigan Fibers and 6 Snail Oils, all HQ on the first try.
Then, I used those to already made the complete crafting gear, and Weaver's main hand.
The rotation I used required a bit of luck, but considering I never failed to HQ one yet, I would say it's pretty solid.

I have only made the crafting and gathering body pieces so far, so my craft/Control have gone up but my CP hasn’t. I have a base of 472 CP. Out of the 6 Ala Mhigan Fibers I made (entirely NQ parts) I got lucky and HQ’d 2 of them, though they had a relatively low chance.
The two body pieces, using 2 NQ fibers, 1 HQ fiber, and everything else except the FC3’s HQ (starting quality a little over 9k) I was able to get 96% and 100% on, HQ’ing both.
That without food.
If you are low on CP and can use food to get a decent amount, then do so. Otherwise, TC, wait until you get the new gear to meld it, for CP and for Control.

If anyone is interested in crafting from all NQ at the minimum control/craftsmanship requirements, I’ll put up a few pointers based on what I’ve seen.
- Started with 465 base CP, used HQ seafood stew, and NQ cunning tea. You can definitely do well with less CP than this but the more CP you have, the higher the chance for a 100%
- No spec abilities needed
- 40-50 durability for progress but you won’t know whether it’ll be 40 or 50 until the end. If you want to be safe, you’ll most likely use 50 durability and still have a good shot of getting mostly 100%s
- 15-17 touches
- Most of the new SB abilities will see use, but not necessarily in every synth
- Key point: The trick is simply to identify what drives your quality gains and then find ways of capitalizing on it and maximizing quality on the fly. These crafts are both conceptually and mathematically simpler than ARR and HW crafts and you're basically just doing step-wise optimizations
