Not according to Lucky Bancho's census. Balmung had 29,000 active characters prior to Stormblood's launch and has dropped to 22,000. While that number has inevitably slowed, multiple servers are catching up. So I sincerely don't they keep Balmung closed for four years.

Difference is actual active population, not characters created. The census counts any character that has any change (achievements, mounts, level) count toward active players, but not ones that consistently play. Which was Lucky Bancho's. His use mounts, minion and achievements to monitor character activity. Levi and Cactuar come head, with Omega only at 15,000. SE probably has different ways they evaluate this however, hence why Gilgamesh remains locked despite having lost a considerable amount of active characters.

I don't want new accounts on balmung, I hope it stays locked.
It's great playing in a RMT free realm.

Also, there are 2 issues with active players. the difference between 22k and 17k... It's also about time logged in, Which to my understanding because of role playing people on Balmung rarely log out.
I know I am back at this. Walking away planing to get back to FFXIV.. only to get bussy and being logged on for 18 hours AFK.

That number is silly if you take the EU numbers into consideration. They implied desired population per world is around 10k. Now EU isn't on the same server center. Still you think if they felt 10k was to high and housing problems as is they would open up a 20k server?

They should have stopped overcrowded servers from getting new accounts a long time ago and they shouldn't return the access anytime soon. The one thing they should allow however is the creation of alts on the server for people who already have a character. Many pay for additional characters and now can't have them because of the restriction. It makes no sense to not allow it because you can only log in with one character at a time.
