I just got Mameshiba from a Quick Exploration from my Miner, so it is both Quick and lvl 70 that give minion

Sky Bear is the wrong color, unless that particular mount can't fly, of course.

Just reached rank 7 Sworn with the Kojin, do not have the ability to buy the mount. Gonna assume it's actually a rank 8 thing.
