It's not about skill of the developers, it's about hardware requirements. Making a game with superb graphics is something that hardly any developer would want for a very simple reason. The better the graphics, the more the game costs to develop (time and money) and the less it earns...because there are less players that have computers that could actually run it. That's why you see all those superb trailers with top-of-the-art in-game graphics on all sorts of festivals...and the actual finished product is just a shadow of that. Because the graphics are lowered ON PURPOSE to lower the requirements to a manageable level.
It is that much more prevalent in an MMO game that have a lot more aspects to it that are demanding on the hardware.
EDIT: Also, the image is great. You've really got skill, but you make a living out of it, so that's to be expected. Probably a lot of work went into learning to draw to that extent. I look forward to more artwork in anime style.
