I noticed this too, even in FFXI: Sometimes for no apparent reason, a common translator term would disappear from the list. I never could figure out why, but as it was said before, terms seem to come up when you come in contact with a particular place and/or item. For instance, if you need to translate "Cobalt Claws", then you would just go to the wards menu and click on that item. It's odd..
