It's a lot less common than other types of sells and the price is a lot lower than it would be without the current restrictions in place.

Once again this is not the debate of how savage loot work. It is about the lack of warning system and there are those who decide to screw people over

If the leader can not pick "Duty Completion" in the duty finder it means someone has already cleared for the week. That is basically the warning that you have one or more in the group that will cause you to get less chests.
