Thunder timer would just make me feel better about using thunderclouds when I get them too fast, and it's just an idea to get the gears turning.
Foul instant cast would add to mobility and would change literally nothing else about the spell. You could just use it for movement instead of requiring a cast; making it instant wouldn't change its damage in any way.
And about the raising, it's just lame that out of all the DoM, BLM has none. That's why a long cooldown raise would be nice if not just to say that we have it just in case.

Cast-times directly correlate to DPS. This would be a bit too significant for the high potency of this ability. If they made it instacast, SE would naturally nerf the potency. This would cause me to lose those sweet, high numbers that you get with a Foul crit. I don't want to lose that. That fuels my very soul. We can live with current Foul.
People don't care about "samurai of casters" in savages, they will just take sam if they want no utility dps. There's only one caster spot in static most of the time and this spot is already taken by embolden/instares rdm. Why would someone take blm over rdm there is beyond me.
BLM is immobile just because it can do insane amounts of damage while standing still. I feel like the people who play BLM enjoy the class for that exact reason. It promotes good knowledge of a fight's mechanics and moving around it as well as possible while trying to keep your damage & rotation up.
I feel like multiple of these changes being implemented would make BLM way too strong.
A few changes i'd personally like:
-Aetherial Manipulation: I think the cooldown of it tis fine. However i'd personally prefer it if we could choose where to teleport to instead of it needing a party member target.
-The Convert cooldown reduction change I actually like. Right now a 3 min cooldown on a skill that pretty much gives us 2 F4's worth of mana does feel a bit underwhelming. 90-120 seconds would be better
-Umbral Hearts giving fire spells 5% damage seems like a good change as well.
-Freeze is indeed a bit... useless. Not sure what should happen to it though. Maybe rework it so it becomes a ground targetted aoe like SMN Shadow Flare. But I think the last thing BLM needs is even stronger AoE. No idea what should happen to it really.
Generally I like keeping my Triple Cast for mobility phases in fights. Rather lose a bit of DPS gain rather than messing up my whole rotation and wasting seconds not doing anything while moving.
I think it's actually a DPS gain to keep it for mobility in high mobility fights.
I understand your point Ichi but once more, classes that are mobile will be favored in raid tiers that demand mobility. If nothing else the surecast change would be great. I see nothing wrong with being able to move while casting one single spell once every 30 seconds. Hell, they could even increase the spell's cast time by .5 seconds or something and it would STILL be useful!
Also look at my scathe suggestion!~
i think BLM is in a very good spot. the BLM in our raid regularly pulls close to 4.7 - 4.8k in savage runs. like SAM, if their numbers are that crazy, it can't come with ease, and their utility needs to be tuned properly as well. I understand where you're coming from, feeling lackluster when comparing BLM to RDM, but recognize that's not a BLM problem; RDM is simply too strong when you consider embolden along with their mobility, res utility, and personal dps.
