In Grit potency : 475, but since Grit reduces damage done by 20%, the effective potency is 475 * 0.8 = 380
And no, it does not ignore damage penalty from Grit, if it does it'd have specified so like WAR's Inner Beast
DA Bloodspiller : 520
Grit + DA Bloodspiller : 650 * 0.8 = 520, same deal
Not sure where did you get this 80% from though.

The net benefit for using DA on SpS is:
1.2(390) - 1.2(250) = 168 potency
The net benefit for using DA on SE is:
1.2(420) - 1.2(280) = 168 potency
The net benefit for using DA on BS is:
1.2(520) - 1.2(380) = 168 potency
The net benefit for using DA on C+S is:
1.2(475-100)/2 DA = 225 potency
NB: this costs 2 DA to use, as the base ability gives you 1 DA when used without DA.

The net benefit for using DA on SE is:

With Grit off, it doesn't matter whether you use DA on a combo action or BS. Use it on whatever GCD you like, in order to ensure that you don't cap on MP. With Grit on, you should always DABS, as it's worth 35 more potency than a DA combo action. DA C+S still takes precedence in both cases.
This is incorrect.
There is bonus potency for using DA+BS while in Grit. And the bonus potency is exactly what you need to make up for the 20% damage reduction in Grit.
So to answer the OP: They are exactly the same. The net potency between DA+BS out of grit or in grit is exactly the same.
Basically the TLDR here is; Bloodspiller has the same effective Potency regardless of if you're in grit or not, so the priority is basically always the same regardless of if you're in or out of grit. Please feel free to correct me.
