The color for the Poncho the Dataq is Dark Blue. I tried a lot of dyes on my own Poncho to get the look just right.
Also clan is named Dataq tho things by the clan is Dataqi. I

Really hoping for a level 1 all-class robe like the gathering robe one day. It's hard to get things to look right.
Is there a way to possibly lobby for the design team to consider tribe sets over job-locking them? If there was a data/server something limitation that can be explained, that's fine but job-locking specific tribal gear seems silly to me. Could we perhaps make a post requesting a lv 1 Xaela tribe set for the main designs? (There's currently three or four specific designs I see, in the crafting, gathering, the nomad fending, and then the gazelleskin stuff for the Olkund and other tribes)

Great thread! Completing the MSQ in Stormblood is what made me switch back to a Xaela (I was one previously at the very start of Heavensward), so I'll be using this as reference.
For the Buduga Khan, the head piece he's wearing is the Shire Emissary's Headband (ROG/NIN).
With the current event going on now and its rewards probably going to mog station next year the main top and bottoms of the Buduga's regular look is possible and bottoms with hempen shirt for the Buduga you see fishing all dyed in Nophica Green dye. The hat you sometimes see is from Bardam's mettle for Melee that I know of. Gloves seem to be the Nomad from Bardam's and Boots look very close or are from Great Gubal dungeon 1st boss.

To my recollection, the Qestir wear the color Lilac Purple! It seems to be the closest match.
Garland Tools is a fantastic reference to find out exactly what characters are wearing. Any "standing NPCs" can be looked up by location and then name, and their equipment and dye colours are listed.
Also I noticed from a battle FATE involving some Uyagir characters that they are using the Lv69 Enhancing Sword and Ritter Shield from Castrum Abania. Other weapons from that dungeon have a similar aesthetic.
