They mentioned that they have something planned for Adkiragh back in Idyllshire that lore lovers would enjoy.
If you talk to him now, his dialogue implies that he is/was supposed be the khan of the Adarkim tribe and likely fled to Eorzea out of fear for his life, as the position is hotly contested by the males of the tribe, who he claims will do anything to secure it.
The pig mask is probably less a business tactic and more a disguise to prevent his enemies from recognizing him.
Why not a "Hildi and the Steppe" sidequest?

The novelty wore off for me pretty quickly. I want side quest content to be more balanced, fleshing out the game world whilst telling a decent story. By all means, a bit of humour can be injected here and there but I loathed how it ended up revolving around a bunch of characters that came across as blithering idiots. It was tolerable when it was in its own little bubble in 2.0 but in 3.0 major lore characters started to show up and get involved as well.
I'd love to see something akin to the beast tribe quests, only featuring the various PC races/clans? We have very little lore about some of them, and it would be great to have the opportunity to learn some, as well as get themed rewards. I'd probably put the various racial-specific versions of the hempen and starter sets that people want so much in the vendors as a reward for getting max reputation.
The Azim Steppe part of the MSQ was probably my favorite thing in the entirety of XIV thus far.
The characters and the differing tribes were all so unique and fun.
I would love to see more content with these crazy lizards.
