Probably not. They're indoctrinated. They honestly believe they're in the right. Sure some of them went out of their way to be nasty and brutal to other Ala Mhigans, especially the ones we see on screen. Does that mean they're all nasty to other people? No. Though most likely they are extremely frustrated and, being young, not dealing with it healthily and taking it out on others. And are encouraged to by the governing body. When the government encourages you to act out on your frustrations, people feel not only justified but righteous. You only have to look at our own history to see that.

Most people think they're the heroes of their stories. Very few see themselves as villains. Yotsuyu for example; she didn't see herself as a devil, she saw herself as a woman scorned and getting revenge on the people who abandoned her. Gaius truly thought that he was going to bring peace and order to us.
