But reading patch notes involves reading. And people hate that, because reading takes them away from things they'd rather be doing, like complaining about not knowing about things they haven't read.

This is good thinking!

Achievements should just be given when you attain them, having to talk to an NPC is silly, because then you have to keep track yourself to know when you're done or not- It's also much cooler when you suddenly earn an achievement in the heat of the moment, than when you specifically seek out to attain one.
