One to my knowledge i don't think you can make you npc any 3.0 or 4.0 jobs as you start as a class not a job so they need change that as well. 2nd the reason for going back to 1 is changing from DoW/DoM to DoL as the rewards change. I personally would like see them make a job change system where you can switch but lvl and if want switch back. Similarly to the grand company system.
You can assign a DoW/DoM retainer any of the new jobs that aren't associated with a class, though it seems the level requirements are a bit different than when assigning them the job associated with their current class.
I saw they will release a Tales of Adventure for Retainers. Unfortunately it's in the Mog shop :(
Please allow retainers to keep their levels upon changing between DoW/DoM!! You can keep your level boost potion for DoL retainers, seriously SE this is a subscription game! Is bad enough you are locking more inventory space, awesome glamours and mounts behind a cash shop already, not everyone is a walking wallet D:<
