The only thing you could see unchained as utility was the opener for more aggro, after that only dps gain in defiance.
But since we are in SB now unchained is a 100% dps cooldown

Er, Unchained is not WAR's "utility"
Defiance is since it buffs Deployment Tactics' Adloquium and Clemency/Synastry's shared healing by 20%. It's pretty weaksauce, but that's definitely more utility-like than Unchained.
Since Unchained does not increase enmity, the increased aggro is 100% tied to the DPS increase...so, Unchained is jus a DPS increase :p
Actually, it could be nice if Unchained was not tied to the your tank stance and actually gave a huge enmity boost...for when you want to pull in Deliverance. That would be "utility".
After playing around with warrior at 70 I've found that the build up at the opener feels way too long since infuriate should be saved for when using Inner Release. To speed up going into inner release, and buff up warriors damage a bit, I think making inner release reset infuriate's cooldown would be a viable solution.
Yea very unclear on how you feel unchained is a party/ raid utility. Need something like "Bestial Roar" you and a party members critical hit is increase for 10s 30s cool down. Just made that up I'm sure outs flawed in some way lol
