Would be odd if someone finnish the 3.56 story and then get a message to visit a NPC who stand 2 meters next to him.

The translations Ive seen of this ui element seen in the live letter at the end of May suggests that it'll point you to your next main story quest (presumably disappearing when you are already on it or have none left) which should help.
