Probably because 10 points into one stat would give you 2 points into a "specialization".

+10 Mind would give you +2 Healing Magic Potency.

They don't want to give you that so they only give you +8?

Because of the Thalmor and White-Gold Concordant.

I still don't get it after dedicating some half hours of time. I mean, how can 7 8 9, if there's 8 that protects 9? And why 6 is afraid of 7? I mean, those two always hang out together, and everybody knows that 7 isn't a cannibal freak, but a luckbringer.
