I wouldn't be surprised if there are parties everywhere with single healers because RDM or single Tanks because SAM and their 15s 20% damage reduction CD + 500 Potency self heal.

Except it's not a design issue... it's a salty playerbase issue. At the start of content you need to heal and follow mechanics but as players out gear the content the amount of work they put into it also goes down. If YoshiP just scales all content up every patch new players would even be able to get gear. But stay salty.
