I just wanted to pop in here and thank everyone for their responses. Thank you.
Unfortunately the situation has still not been resolved by GMs in game, and thus the players affected will be seeking outside solutions at their discretion. A shame that this has to be the answer but it is what it is.

Even if it is in game if the person has been making physical threats or other threats that are illegal (i.e. hacking your system, stealing your id, etc) document it with screen shots and file a report with your local police department/s. Most law enforcement organizations and courts take these things very seriously and they have the power to compel SE to provide the real person's name and location so they can take action.
SE isn't going to do anything. I had someone harass me for months on end in AND out side of the game after he found some of my social media accounts. Doxxed him on tumblr and no less then 10 other girls came forward saying he's harassed them and their FC members too. I reported him to his ISP because they supposedly would take threats made on their services seriously but he's still in game harassing more girls. He's been temp banned by SE at least 5 times. I honestly don't know if they will ever ban him for good. Good luck!
Hey OP. I really hate this is happening to a fellow Jenova player. It is a shame that you can not get help, but if you mention their character name, YOU are the one in trouble. So, without compromising you, if you could tell me what time(s) and locations you usually see this person bothering you, I could look into it as well. Heck, worse case scenario, they decide to just bother me instead of a whole FC. I have been married a while and can put up with a lot, haha.
