You people have to start to understand the job unlocking.
1. Job is an upgrade to a class, more or less like gear.
2. job quests are a continuation of the respective classes class quests.
HW jobs are a bit more easy cause the have no class attached to them and they start after the point when ARR jobs finish their class to job transition.
I wonder if they've made a stealth change to that. Originally, you only needed the main class's class quests done. Then they added the Slyph Management requirement. I hadn't heard of them adding a requirement for the sub-class's level 15 quest. If it's needed now, it must be a more recent change, because I know you didn't used to need it.

Cloying Victory is a rogue quest so... from the sound of things, still no. I've gotten so used to repeating the job unlock requirements I forgot to mention the most basic of them: "complete all your class quests".
SE also doesn't change much without it at least getting a mention, "Something about X system has changed" in the patch notes. Quest requirement changes (like the sylph management thingy) have always been well documented.
