United city

I would love to be able to sit on the top deck of Limsa and look down at the people on the lower deck. Its so strange to see nothing there right now. Maybe one day we will see a small change to the old cities!

I would rather the dev time be spent on making SB better than HW, instead of resources being used on older cities. I'd rather have more new content.

Sometimes other QoL and non content features are better than new content that will be obsolete quicker than you can blink or be dead on arrival like most is.

Merging the two zones doesnt seem like a "small change" to me though - for this scenario the small change would be to add NPCs walking on the part of the lower decks you can see. I guess its all some sort of background-map-thing, so that would be a small addition and well within reason... redesigning whole areas... phew...

So regardless of where you are in a city, you will have the chat flooded with RMT messages? No thank you ;)

Not really, V1 Ul'dah and Gridania were one big map (except for the top tier in U'ldah) and IMO it's a toss-up and certainly not worth the non-trivial engineering effort I expect it would need to combine them now.

All the cities were a single map each, not just Limsa. But yeah I agree it was much better.
