Personal limit breaks could potentially be a thing, but they would never replace party wide limit breaks. Some encounters are designed that a tank LB is the only way to survive them, and nerfing those would only result in trivializing the mechanic to nothing more than a pretty light show followed by 2 aoe heals. Now, personal limit breaks COULD be a second bar built independently of the party LB. Cap it at 1 bar and give it the exact same effect as the party 1 bar LB. Of course devs will take those into account when designing raid content, but for everything else it would certainly help players feel powerful, and using them at a right time could feel impactful to the group.
