From the design requirements. The winning entry will very most likely be made available for both genders and all races as per the point below that.
Out of all the entries there are only two that make me question why they are in there at all. One was clearly a joke entry (the crepe one) and the fact that they put that as a finalist instead of someone else's serious entry kinda rubs me the wrong way. Honorable-mention it or something, don't put it as a finalist. >__>;
A lot of beautiful entries overall, though.
As cute as the ahriman/carbuncle outfits are I really hope they pick more serious outfits for the class specific winners, and add the "monster" themed outfits for all roles in the gold saucer or something similar. The ahriman one especially would look nice on NIN, so it would be a bummer if it was implemented as caster only.

I really favor #36 for the healer gear. It does not include 2 of the 3 biggest complaints about healer gear (robes and pointy hats) and includes the 3rd (uses white) but isn't exclusively white and looks like healer gear.
The thing is is that they need to include any sets they are considering using from contest even if they don't win. The carbuncle mascot, adamantoise mascot (from the tank contest), ahriman gear, succubus gear and crepe gear are "joke entries" but are there for when they are added to the Gold Saucer.

Not only is it rather aesthetically pleasing, it's also by far the most gender neutral of all of the Healer designs (very telling when the vast majority of them only have female characters posing in them) and probably the easiest to incorporate into the game with all details intact. Though it seems more of an Astrologian set than anything.
Failing that, I'd take these three.
