I could see waiting being a good deal for some people. If it's going to take you a couple months to reach 50 and then another couple to go through level 50 content, you can just purchase ARR and Stormblood. 50 was endgame for several years, so there's more than enough content there to keep someone busy for a few months.
If you're in a hurry to reach Ishgard before the endgame crowd leaves it behind, though, then you'd want to buy Heavensward and skip over most of the level 50 stuff to head straight to the expansion.
At any rate, unless you want to play an Au Ra, you have until you reach level 50 to decide.
This was announced in the special presentation Yoshi and Foxclon did the weekend before pre-orders opened. Stormblood will subsume the Heavensward expansion, so if one wanted to wait until June, one could get both in one go; however, even if you pre-order Stormblood, Heavensward access will not be granted until Stormblood launch, so if you want to play Heavensward content any sooner than that, you must buy Heavensward on its own.
