Looking at the list of Grand Company quests that you have, courtesy of FFXIV-DB - For All Your FFXIV Database Needs™, you're already completed the Limsa Toto-Rak Mission. Meaning, the other base missions from the other Grand Companies should be available. Maybe someone can catch something that I'm missing, if you're still having troubles.

Career Opportunities - Complete
Kindling a Flame - Complete
Burning a Hole in One's Pocket - Complete
Arms Race
Twin Adder
Breaking the Seals - Complete
Why Did It Have to Be Snakes - Complete
Adder's Nest Egg - Complete
The Mail Must Get Through
Complete the 2 Questlines that you are missing before you can advance in Limsa Lominsa's Grand Company. You've already completed Engineering Victory for Maelstorm, so based on that you should have no problem flagging your remaining two quests.
Once done you can continue on in Limsa with An Officer and a Wise Man

Ooo also, on the "The Mail Must Get Through" quest, how do I speak to Radulf in Little Ala Mihgo? He seems likes hes in the hills I see but I cant find any entrence to get in?
