More the older towers maybe the older coils too

Changing/Scaling certain mechanics(pretty much just pad mechanics that require a certain number of people) and allowing them to be run unsynced is probably a better idea.

Just go unsynced

I never have longer queues than 20 min for VA or WC

they generally just add new relic steps, or whatever, that force ppl to go there; and for a while it's really crowded again, until most ppl finish their relic.
