If the new players you speak of don't find story in a story driven game fun... I think it's more that the game isn't for them TBH.

I like it the way it is, but I think new jobs should be available from the beginning somehow. That might help new players that want to experience some of the new content.
As a new player, everything is new to them. So, having to do all of ARR and Heavensward MSQ shouldn't be a problem. FFXIV is not now, and never has been about end game. It's the journey and the story. If all they want to do is rush to the end for the raids, WoW is that way.
If the barrier to entry is too high for people and that barrier is the main story component of the game. I'm fine with not having those kinds of people join the community.
That's my opinion at least.

Why start a new character at all, if they're on your server? You could basically solo the lower level dungeons for them, to progress the story. What I'm picking up from you, is that the "story" isn't boring to these people, but rather the "waiting" in duty finder is boring. Also, grinding is boring to these same people. The MSQ literally level a job for you. And with the adjusted experience from it, I'm about 90% sure there is no reason at all to "grind" except maybe your cross-class. But even that can be leveled with the side quests provided.
For some, like me, the MSQ is the most entertaining part of the game, and I don't see why people would want to skip it. It's like saying you want to skip the story of FFX, and just wander around hunting random encounters.
Make the new jobs from the beginning, and maybe find a way to allow players to choose DRK/AST/MCH from the beginning (though that will mess with the DRK storyline a bit but), and people probably won't complain as much. Even though Stormblood is an expansion, Heavensward will still be need in order for the story to flow and make sense, just as ARR was needed for HW.
The experience is so boosted now, my friend literally went through 2.0 in about a week with just moderate MSQ-only playing. When I started in November of last year, I was almost done with HW by mid-January, and that was just me playing a couple hours and not even every day. It really doesn't take that long to progress if you just focus on the MSQ.
The only way I could be okay with this is if they consolidate the ARR quests. I do believe that the story is as important as anything else in the game, but there comes a point where it becomes a detriment to having new players come to the game. If you tell people they need to do weeks worth of content (obviously variable based on player speed and how much time they put in a day) just to be able to catch up, that would turn them off. That turns me off, and I'm already at max level.
They need to cut the amount of quests and massively increase the amount of experience you get for doing the story. Cutting all those dumb fetch quests before Brayflox and Titan is a start for example.
WoW gets away with it because they have a jump option. Whether or not that's a good thing for this game is another topic, but unless something is done about the msq length they'll have a lot of trouble drawing in new players.
I think what is being misunderstood here is that Square Enix sell story driven games. Unfortunately, you kinda have to gate the MSQ as a result. If you were to make the MSQ optional, you would essentially dilute the game itself. The signature of Final Fantasy is the story. And this game is no exception really.
