As far as I know, it was a part of a promotion over in China and some other places before being put on the Mog Station... I do wonder what the people had to do to get it, since that might determine the price for it too.
Then there's me, had been considering it, but the fact you can't change the gender of it (I've glugged 9 fantasias so far, and I'll probably be glugging more, I can never decide between a Xaela fem ra, or a Sea Wolf manroe, but I've been a few other things too, just XFAR and SEMR are my favourites), was what put me off it. I'd be down another $18 if I wanted to get the male version because I went Sea Wolf male Roegadyn again, due to the XP boosts on it. Maybe I'll just get it, get all my classes (just DoH/DoL) to 30, and then if I go back to SEMR just keep it as a glamour, I'd probably go back to XFAR again at some point.
The set also gives +30% EXP up to level 30 and it actually has STATS if minimal - unlike other cash shop items. This is the closest to "pay to win" that you can get.
People pay for it. I mean look at all the people who've paid $25+ for an optional mount in the game. Don't buy it if its too expensive for you.
Wouldn't the friendship circlet fall into a similar category then?
I'd also like to note the Lightning stuff has stats on it as well. Nothing big, but they're there.
And if you play the market board game, there is only one true pay to win and that is hired retainers.
Personally, I find "Pay 2 win" one of the more interesting buzzwords out there, because it implies so much! First, it implies competition, because without competition, there are neither winners nor losers. Competition implies a scarce resource to compete over, because if two people can have the same thing, there would be no need for competition. But who is competing against who? On what terms? What is that scarce resource? What do the losers lose? What is the winning condition?
It's interesting to think about, because many common ideas don't really make sense if you scrutinize them logically.

it is very possible they use the chinese pricing structure for this item though their game kind of needs the cash shop considering the subscription fee is almost nothing unless you play lots and lots (it is about 10 cents USD an hour I pay for it as it is per hour billing not per month billing) but for the dress it was 12800 coupons which is about 19 USD (128 Chinese Yuan) based on todays exchange rate. An example of pricing differences between stores is that the Bennu in NA's store is 24 USD but it the chinese store it is 19800 coupons or 198 CNY or around 30 USD.
It was not however a promotional item sold elsewhere. it was only ever put in the chinese mogstation never an in game event or part of something outside of the game for promotional use.
Because people said they would go so far as to spend $30 on it.
If people were willing to buy, why wouldn't a business try to sell it?
