Besides, You will probably end up just using macros for all the skills/combos you want anyway. . . so you probably wont even be looking at the action bar much.

There are some really great finger exercises you can do to "tone" them so you don't accidentally hit the wrong button. Then you won't need so many blank spaces between them.

Unless you use only 2-4 skills ever in your game career it's almost impossible to be "cluttered with junk you never use" as you never equip those in the first place, however when they trim down the skills and rebalance it, you can't really think in terms of pre-update, i.e right now because they're rebalancing it and reducing/changing the skill setup as well as adding traits.
So..... you're complaining about the fact that you have 3 skill bars that you can swap your skills around make empty slots by moving around skills while you can only see one bar. I don't know how you're going to have cluttered bars exactly.
This is just speculation of course, but with the streamlining of skills, the usefulness will increase as they might change what each skill does, thinking how they will add combos. The information released aludes to new skills being introduced for each class too and since you can move them around, a blank slot is just the same as a skill you plan not to use much, if at all.
They should bring back menus *pause for outrage and cries of 'this is not ffxi-2'*
No seriously... Give us a menu that fills with our class abilities and allow us to populate it with cross class abilities, then allow us to drag those abilities into the action bar.
The menus should be accessible during combat so we can still use abilities that aren't in our action bar and furthermore we should be able to place macros directly in the action bar as well.
My bigger concern is going to be the nature of DoM with the severely limited 15 actions per class.
