There's a difference in saying that you are "planning to do this" and "actually going to do it". If something doesn't work (like primal summoning), then it won't make it into the game. But that shouldn't prevent them from talking about the ideas they have.
It's not their fault if people build false expectations over simple ideas, thinking that they are promises.
Besides, taking platoons in dungeons is likely to happen as they say they are working on it. But since the platoon management part is finished, why not releasing it? Just because it's not completly exhaustive? That's a dumb reason in a constantly evolving MMORPG, because it would mean that they can't release anything ever if "not finished". So, what about the warring triad? They shouldn't release it because the 3 bosses aren't done yet? What about PvP? Should they stop releasing things for it because it wasn't in the first patch when they started implement it? There are countless examples.
Where do you draw the line here?
Platoon management is done. They release it. You like it or not. That's it.
There's absolutly nothing that should prevent them to release some content in multiple patches if the parts they release can already be enjoyed by some. If you don't think so, then you are denying the fun some people might have playing what's already available... and you have no right to do that.
