It is most likely cash shop since the summoning item isn't in the patch notes.

I had hoped maybe it was a bonus for completing the HW beast tribes or something. Going to be disappointed if it ends up being a cash shop mount.
The Palace of the Dead mount summoning item wasn't in the 3.3 patch notes, nor were the gorilla and the eye minion summoning items. And now those showed up in the 3.35 notes.
Like the red fenrir mount, the large moogle mount isn't in the 3.35 patch notes either, while all of those icons are datamined from the 3.3 files.
It's just as likely to be from an ingame source, instead of the cash shop.
Funny, doesn't it say at the very bottom of the patch notes about the items to use for the new Palace of the dead mount...Plus the minions? (On my tablet atm, so can't copy and paste...)
They are listed in the patch notes for 3.35 unless I have misunderstood, and if I did, my apologies xD
Also, I think it's now conclusive that the new floating head mount is not Avare - the description states it's a 'disembodied stone head', meaning it's really from a statue or something. So this means the voidsent is not an ahriman (which inhabit dead tissue), but something like a dullahan which possess inanimate objects. But I guess we'll find out one way or the other.
i'm starting to think the moogle and fenrir have to be cash shop, its not in the notes...
Fenrir most defiantly since it's a recolor. Cash shop has always been minimal effort so I don't think the moogle mount will be in there. Unless that moogle mount is just a reskin of some other mount. If it's something designers had to sit out, plan and make for quite a while, I'll be very upset if it makes its way to the cash shop.
It's not a reskin but it is definately modelled on the fat chocobo mount (much like yeti's are modelled on goobues), though from the looks of it, the player will be sat on the chair underneath, so the final output of the mount could be very different to fat chocobo.
