They can always just remove things from the other loot lists (DoW/DoM/DoL) to make a new one - especially for low level stuff, that would likely be necessary anyway, as you'd have to add tons of new low level recipes solely to make the job relevant otherwise.
I don't think DoL could reasonably stand on their own without relevancy to DoH/DoW/DoM and similarly, I have my doubts DoH have compelling enough gameplay to stand on their own without relevancy to either DoL nor DoW/DoM - Only DoW/DoM can afford existing for their own sake IMO. Granted, you can just add the gathered items in future recipes, but...you'd still grind 60 levels or so for nothing.

I think the Lalafell in Idyllshire has been recruiting engineers since 3.0. perhaps its a upcoming DOH/DOL?
