1 gear + 1 coin = 2 items each week
The coin only upgrades the current lore gear. I think the discussion is more about people, that put lore on their main characters but would love to gear their other jobs without spending lore on it. Then it comes down to 3 options, Eso/Void gear (outdated even so its still great for none raiders), Midan Gear (now without a weekly lockout - regular mode), or 1 weekly drop from Weeping City based on RNG and roll among everybody in the party.
Back to OP, lets look at the system for a bit, in the past the 24 man dungeon drops were meant to be filler gear. Meaning that if you couldn't buy 2 items a week due to the weekly tome cap/lockout, you would have the possibility to go that route. Since crafted gear was not even equal to casual content or raid gear. Some players could not even afford it or stopped at the materia overmelds since it was very expensive when aiming for BIS (Tanks for example). Throughout the Years/Months this changed, crafted gear becomes more popular and affordable, as well as getting tomes from roulettes and various other methods. It's no longer seen as the filler gear for main characters throughout and during progression periods.
Therefore we have to draw the line somewhere, and I think SE did that with adding the weekly lockout to some of the content. Is it something we wanted? No, but it keeps the balance between old/newer content/gear if you are not raiding. If you could as new player/non raider/catch up player just jump into the 24 man every day and loot whatever you like for 19 hrs straight, why would you bother with doing content such as midas or even expert dungeons? Anyways, if you are not raiding you wont even need all that 230+ gear. Sure its great to have, but it makes the game pretty much boring if you're over geared in every aspect of the game except savage.
This is one of this games biggest hang ups for me. I have everything to 60, I like to switch up jobs that I bring into duties to keep things fresh, but only 1 job is ever fully geared and only a 2nd gets to be mostly geared before the next update and the other jobs get pushed back even further.
Been this way since Labyrinth of the Ancients. I see nothing wrong with it since loot from the 24 man raid is basically completely for free.
I have 5 jobs at item level 223 or higher. Which is more than enough to do everything up until A7S (and even then if you're really good at it you could do A7S and even A8S at that level, maybe with some melded vitality.)
You don't need lore gear on everything.
