Ironically, allowing her to do that would have been a breech of the ToS & could have gotten both accounts cancelled. The system needs changing, not circumventing.
The issue isn't whether or not it's possible for them to. The issue is getting dozens of countries to verify details about their military service members to a foreign corporation.
"Sure foreign entity, here's the private info and deployment schedule for our citizen soldiers."
"You'll need to verify that through our military liaison to online gaming."
I'm sure I don't really understand so I apologise in advance for any offence I may cause in asking, but isn't going into the military optional? Or is it required in your country?
If it's optional though, isn't that essentially a job that you chose to do? (which apparently comes with rather severe restrictions if you don't even get Internet access in your downtime which seems rather unfair working conditions?)
Regardless of whether or not the military is optional and whether or not the wife should have known to log in on both accounts, it's ridiculous to punish people for extended leaves when they don't have control over it. I was a big proponent of SE putting in some sort of reclamation, but I always wanted it tied to the subscription. As long as the person was paying their sub, they should keep their house. Tying it to a subscription allows people like military personnel and others who have to physically step away from the game for a while to still keep their stuff and pick back up when they are able to come back. This system they have now is way too harsh.
Instead of people ragging on the OP for something he had no real control over, how about they put pressure on SE to make housing available for everyone so there isn't problems like this.
Back when these changes were first implemented, i remember the first thought i had was "What if i get deployed?" I do own a house in game, however, i believe SE had to have considered players in this situation and decided on a time frame they thought was best. Even if they doubled the decay time it still wouldn't cover the fact that most deployments OCONUS are around 13 months. I understand your position on this, but it is what it is.
That sucks Op, but in case you weren't aware there is an NPC in the housing wards (I think they're at every entrance in each ward) that has all your housing furniture plus 80% of the gil you & your wife spent on your Plots. So hopefully it's not a complete loss, plus new housing wards will be added soon & Apartments. While it doesn't give you back your exact plots hope that helps.
And as far as the future goes, until SE fixes it all you or your wife would have to do is just log in and enter your house. Maybe use something that is tied to the house (play an instrument, eat food that's placed out, turn on shower head, etc..) & that's it. The reclamation timer will reset and you have another 45 days to do whatever.

I agree with the posters above, the present system is too harsh on people who have their houses reclaimed. I would like to see reclamation tied to subscription rather than entering the property.
If a house is reclaimed, there is no reason why all furniture should not be stored indefinitely. I don't think furniture should break if you are evicted from a room or your house is demolished either, it's not as if you are making a conscious choice.
To the people defending the system all I can say is, things happen and punishing players like this benefits no one. It might not affect you or anyone else you know today but it could well affect you in the future. We all have an interest in making this system fair and less punitive.
