Oh believe me I tried that countless times. Everytime I create a static everyone is so hyped, but after few runs people give up and never want to run it anymore.
Easier said than done. Come over to my server and I guarantee that you will struggle for weeks to get a decent group together.
Not sure how it looks like on your server but 90% of Shiva population are germans, who in most cases prefer to raid together (easier to communicate). Then we got 3 major FC which sell mounts and won't let in any "outsiders". Another group are moderate FCs whose members either spend 10 hours being AFK or won't come out of FC estates crafting or log in just to run a few duties and that's it. Then we got a handful of "freelancers" like myself, who are forced to raid with casuals who have no idea how to play their class.
This isn't just my observation but a fact. Whatever I do, whether its a farm or Sephi Ex I meet the same exact people often mixed with some freshers.
Any given player has a 10/99 chance of rolling a 90 or higher (since 100 and 0 aren't possible results for a need/greed roll.) The odds of at least one person rolling 90 or more are the inverse of the odds that no one rolls that high. 1 - (89/99)^8 = roughly a 57.3% chance that at least one person rolls 90 or higher if everyone rolls for it. The probability increases slightly if multiple people can't roll the same value.
So it's fairly common for someone to roll 90 or more. If it happens every time then that's possibly a bit suspect, but anecdotal reports of this could be attributable to small sample size and/or confirmation bias.
I did and I did it a few times now. As I mentioned before, people are usually hyped at first, but then after couple of runs they just give up and go quiet for days or even weeks. I thought about switching server, but it's always a risk... and I got a few casual buddies there I don't want to leave too.
Being on Shiva myself I totally get your pain trying to find English speakers - the horrors of trying to fill out our static go on and on xD Also the raiding community is tiny. But getting a pf together for normal should work =/
I'll keep an eye out for any pfs, I'm always looking for stuff to do and my static always get our Midan gear in the first couple of days so I can't roll against you =P
