Because only Miqo'te can wear the halftop design since 1.0.
During 1.0 they were not only race-specific, but also race-locked. Each race had their own underwear gears, not just their own design on the same gear. -

Summer Event when prizes are beach wear. A bikini set with the cat shaped keyhole and paw print on the rear (paw print would be optional) . Males would have a similar set but with a masculine flare. Instead of a cat shaped keyhole the guys top could have 3 openings shaped like cat scratches at an angle. Like the top got shredded in battle.
